A 9 year old while riding her bicycle sustained catastrophic brain injury when she fell from her bicycle while riding down a step hill in her neighborhood. Road that was improperly designed and constructed with both vertical slopes and cross slopes that exceeded Industry and County standards. The roadway caused the girl's bicycle to swerve off the roadway, striking her head on a wood post, rendering her permanently and totally disabled.
